Sadly, dogs are pack animals and are not meant to be banished to the back yard. If the noise continues and you are friendly with the neighbors, tell them you are concerned about their dog, because he seems distressed at night.
If the dog continues to be noisy, other neighbors will start to get upset as well, and complaints can be filed. This can lead to the dog being taken, or fines given.
How old is this dog? What breed? Is he out all day as well?

Dogs are pack animals. When you bring a dog into your life, YOU become his pack. When you put him outside, he feels banished from the pack. He's confused, scared, bored and lonely. He will be miserable, for his entire life, if he's not allowed back into the pack.
I don't understand WHY someone would get a dog and then throw him outside. Why bother to have a dog at all?
If you can talk to your neighbor, perhaps you can try to 'educate' him about dogs? Perhaps buy a book about dog care and give it to him? But, if he's a jerk (and he probably is), there might be nothing you can do except be very kind to the poor dog.
If the dog really is a nuisance, call the police (AFTER talking to the neighbor, that's only fair). If the police get enough complaints, the owner might have to give up the dog and maybe, just maybe, the dog will have a chance at a happier life.
Beware, though -- calling the police might cause BAD feelings between you and your neighbor. THINK about the consequences before you take that drastic step -- having a bad neighbor can be a nightmare. UNLESS you think the dog is really being abused or neglected -- then you have no choice but to call the police or a rescue organization.
BTW, if you call the Humane Society, they HAVE to investigate. They won't tell your neighbor who called and they will tell you what they found -- at least that's how they work around here.

Dogs should not sleep outside. If the dog isn't provided with adequate shelter, water, and food call Animal Control. Make sure you do this, especially if there is bad weather on a paticular night. The person will be fined and the dog will be taken away if it continues.
You can also call Animal Control about the barking, since it is obviously disturbing you and other neighbors.

There might be something out in the night in the yards. I used to have a dog, and he kept barking at night. My grandpa went to look, and there was a small burrow with tiny beady eyes peering out. It could have been foxes, and so maybe if the problem is gotten rid of, the dog will stop barking.

The dog shouldn't be sleeping outside unless he has proper outdoor conditions (an insulated dog house) and even then he could still fall victim to nighttime predators. Call the cops on noise and animal neglect so he can find a better home.

I hate to hear when dogs are sleeping outside. Why have a dog? Call the police and animal control. Your neighbors should not have a dog. That's just wrong....

Well, if no one is standing there to praise him when he's quiet and then let him in immediately, he'll never learn it.. He has no way to know if he is doing the right or the wrong thing, no one is letting him know.. He is barking cause he is separated from the pack.. He is saying " HEY I am outside here, let me in " If they don't click and treat when he is quiet, and then let him in, he just plain is going to bark..

it's going to take a while depending on how long the dog has been sleeping inside the house. it'll get used to it eventually, probably a few mor days... could take a week
