I just love all the answers that say "because it is" and that's it. Guess they will be in the next brainwashing class this Sunday.
The bible was put together from many different texts that were circulating around at the time. Not because they were thought to be the most accurate or to contain the "truth", but because a pagan roman emperor, Constantine, wanted to unite his kingdom because Christianity was spreading. There were many different factions of Christianity and he choose the one that did not threaten his rule (how typical of an emperor...)
He commissioned 50 "bibles" to be used in the Churches he was building. If you think the council of Nace was responsible for what is in the bible- the so called meeting of bishops- go back to history class.
Pope Damasus I assembled the first list of books of the Bible at the Council of Rome in 382 A.D. He commissioned Saint Jerome to produce a reliable and consistent text by translating the original Greek and Hebrew texts into Latin. This translation became known as the Latin Vulgate Bible and was declared by the Church to be the only authentic and official Bible.
Bible translations for many languages have been made through the various influences of Catholicism, Orthodox, Protestant, etc especially since the Protestant Reformation. The Bible has seen a notably large number of English language translations.
The work of Bible translation continues, including by Christian organisations such as Wycliffe Bible Translators (wycliffe.net), New Tribes Missions (ntm.org) and the Bible Societies (biblesociety.org). Of the world's 6,900 languages, 2,400 have some or all of the Bible, 1,600 (spoken by more than a billion people) have translation underway, and some 2,500 (spoken by 270 million people) are judged as needing translation to begin.[16]

Because the Bible says that both It and Jesus are the Word of God, and the one came before the Other, and with the coming of the Other the Word was, in fact, written on the heart. Just because it's in two places doesn't negate the claim of one as to authenticity.

The Bible is the word of God. Once we have read the word and studied it-it becomes written in our heart. Others then cannot take it from us. We recognize with our hearts the truth that lies in the Bible.

The Word of God is written in your heart when you read the Bible and remember what it says. The prophets wrote as they were inspired by God; that makes it the Word of God.

Christians have their ego at risk if anyone accepted that it was not the word at God. Metaphors, about hearts won't make it any difference, because from the words of the Old and New Testament your God without a name proved to have no heart.

The Bible is God's written word. Before it could be written on your heart, it had first to be written down where our eyes could read it. When you read the word of God and start believing and following it, then God writes in on the heart.
It is similar to my training my son. I have him do the same things over and over, like cleaning up his room. He keeps obeying over and over. I hope eventually that the value will be written on his heart in such a way that he'll see that his room is cluttered and clean it up without being asked to do so. At that point the value of neatness has been written on his heart.
God wants the values in the written word to be written in our hearts. When we find ourselves loving peace and the way of righteousness, it is because God has been training us and we have been taking the lessons to heart.
It takes time for the word to be written in the heart. It takes time to go from trusting in your works to trusting in the Lord, to go from law to faith, but that is when the word, is written in the heart -- when we truly love, then all the law is in the heart, for all the laws of the Bible are summed up in this word -- love.
