Did you at least get a bill of sale or a receipt for the 4K you paid? Can you prove you paid that much?

If the tags are stolen, how about the car itself? What do the cops say? Did you have them run the plate and VIN?

If you paid $$$ for stolen property, you really are [beep]ed, sorry to say. Not only will it be impounded for evidence and eventually returned to owner, you'll have to prove you were a part of the conspiracy.

If not, there's a CHANCE that you can file for abandoned title if the ex-owner really can't be found.

If the tags are stolen, then the car itself is very likely stolen. Sounds like a car thief just fenced you his latest job.

You should report this to the police, and give them the info you have, plus a description. They might be able to find this person.
