Almost since the beginning of time, people have been writing checks that their checkbook couldn't cover. Today, we fix that by filing bankruptcy. In times gone by, with debtor's prison, and before that (in bible times) with a form of indentured servitude. Those are the "slaves" or servants that God tells His people how to treat.

Slavery, like the poor and like sin will be with us until the end of time. It is not only because there are some who would take advantage of others - it's also because some people desire "comfort and security" more than freedom. While in the desert, the Hebrews complained to Moses about the food - "In Egypt, we had cucumbers, hamburgers, pizza, etc." Some of them, if left to their own would elect to go back to slavery for their three squares and a cot instead of having their freedom. Today, people would rather stay on welfare (slavery) than go out and work hard to move up (freedom), but risk losing their benefits (security)

God told the Hebrews how to treat them - and he still wants us to treat them with respect, dignity, love.

Because he's a freak and a tyrant...the love of the Lord.

Even better question...why did God make different races with different DNA structures to begin with, knowing some would be more prone to exploitation?

Humans like to screw things up.

If a god exists, I firmly believe it is a being of pure love. However, as only something supernatural can obtain that high a level of existence (as pure love), everything below it will be flawed. So, we f*ck up, and enslave people because we think god loves us and wants what we want.

Of course, I'm not totally convinced that god exists, so really, people just screw up.

What the bible calls acceptable in terms of slavery has nothing to do with the things that are considered slavery in the modern day. For instance it says if you have only one bed in your house, and you have a 'slave' that they get the bed, and you sleep on the floor. You think that was common on the plantations in the US south?
