As long as you don't claim you have papers then not give them the papers, no.

you need to have the papers so the people that take the puppies know if the dogs have any problems that happened when I got my yellow lab the owner gave her back because she was to loud so we got her for free from our Friend that had the puppies and That did not have the papers and we got a call and they thought that she had worms at the age on 2wks old and that she wouldn live very long but she was fine we gave her some med and she was better. Mke sure to get your dogs spayed or neuterd it is the best thing to do we got our yellow lab girls spayed and she is happy and not in pain since she got spayed.

Nope its called "Buyer Beware" there is no law that says your dog must have papers, unless you meant health certificates. Most states require that puppies have been to a vet and been vaccinated and wormed before sale or rehoming. Some states have a "Pet Lemon Law" check your local animal control for these answers.

Is there a law against selling kittens without papers?

nope, people do it all the time, and a lot of the time the buyer ends up getting ripped off. for example, i thought i was getting a full blooded pit bull pup and was told that the papers were going to be sent to me. i payed $300 dollars for this dog, who ended up being mixed with lab, to which i never recieved any papers, but theres really nothing you can do about it

No, you can sell puppies without papers. In fact, you get puppies for less cost if they don't have papers.

Registration papers guarantee that a dog is purebred, but they cannot guarantee the health, quality, or intelligence of a dog. Most ethical breeders do register their puppies, however.

It is illegal to call the dogs purebred, and not be selling them with registration papers.. Purebred means that they are purebred, pedigreed dogs... You cannot tell people that they are purebred, and not be able to back it up with paperwork. So in a way it is.. But it is also wrong.. If your dogs aren't registered with a legitimate kennel club and come with AKC/CKC registration papers, and pedigree, then they should be spayed/neutered.

Only if you are selling them as registered or pedigreed. That would be fraud.

If you sell them as full blooded, but specify no papers, then NO. IF they are indeed full blooded.
