It depends. Kids bikes are usually measured by wheel size, and adult bikes are usually measured by frame size.

It depends on the tipe of bike you're looking at.

Traditionaly, road and mountain bikes are measured from the bottom bracket (where the pedals join the frame) to the intersection of the top tube and seat tube.

With current mountain bike designs, more specially on full suspension bikes, it's not that simple, so most full suspension bikes are measures in XS,S,M,L,XL sizes.

I think that top tube length is more important than the traditional (bottom bracket to top tube), since it will say how much stretched you'll going to be on a bike. On BMX bikes, I didn't know that they used that for measuring, but it makes lot of sense to me.

most bikes are measured from the center of the bottom bracket shell (where the crank arms attach) up to the top of the seat tube. mountain bikes are measured in inches, roadies measure in centimeters. kids bikes are usually measured by wheel size, ie. 10", 12" 16", 20".

to measure the frame you get a tape measure and measure the top tube of the frame, this would tell you how big your bike is, for example in bmx the most common sizes are 20 and 20.5.
