Can you doubt it? Every aspect of the computer industry contributes to the push toward intelligent machines. We want them and we need them.
We don't want systems that just do what we tell them - we need machines that do what we WANT. We want intelligent robot slaves, because every golden age is built on the back of slaves.
At the present rate of progress, we'll have them, too, and probably sometime this century at least.
And the moment we make a machine with human-level intelligence, Pandora's Box will be right open. Because version 2 will be smarter than that. And the next, smarter still with the help of the design ideas the new Minds will come up with.
In a very short time, the intellectual power wielded by these machine will approach infinity, and the big question will then be, what are They to do with Us?
A US group recently published their results obtained in a simulation of half of a mouse's cerebral cortex, done of a Blue Gene supercomputer. They were able to run the thousands of simulated neurons and millions of synapses at a rate of 1/10th real-time, for a total of ten seconds.

That is an interesting question. Computers are starting to come close to the same number of connections as a human brain. We are probably about 5-10 years off. The right software would certainly come close at the minimum. There is going to be a lot of debate about rather it is really conscious when this all comes together. It will probably take a few years after the fact to get a consensus about what it is.
But the answer is yes. If we need to do it through biological means, that is a long way off. But given enough time science will certainly do it.
