In the case of 2 of my aunt's children, it was quite obvious and diagnosed at birth because of their full head of white hair.

Genetic testing is done to determine the type of albinism.

Albinism is a genetic disorder.. the person is born with, and presumably diagnosed at birth.

About 1 in 17,000 human beings has some type of albinism, although up to 1 in 70 is a carrier of albinism genes.
