Yes I think it is. It covers a lot of the same area the roman empire did, and they have a "king" and a "senate" of sorts. Each of the nations have a say in the way it all works, but they have a single president as their head. They aren't so much a military state as the old roman empire was though. Before anyone jumps the gun, remember the EU will quickly begin acting differently once certain events occur. This will likely be done under leadership that is not currently in place. It will become much more aggressive. It's already begun trying to flex it's power in world events, such as Iraq and Iran. It put itself in the middle willingly to build it some credit and to get it's name noticed. To give it the appeal of a problem solver rather than the view of a beast. You think the EU leaders don't know what the bible says about a joint nation like they have made up? Oh they know, and they will "market" it to keep up the public relations image of helper. These are likely not the leaders who will cause the problems, they are just setting the stage for it. Be wary and ready for what is to come.
