it means to carry on like a soldier would in whatever circumstances.
example. someone cuts themselves in a race. To soldier on would be to carry on running.
analogy. a soldier is in a battlefield. They would have to "soldier on" no matter what.

According to the military author James Dunnigan "Soldiering on" can also be a metaphor for trying to get out of some unpleasant task. But that doesn't seem right to me. It means to be tough and keep going or as they say in construction and other painful jobs "SUCK IT UP".

"soldier on" has the same connotations as "cowboy up" in american slang. it means to press on.
or
"rub some dirt on it and get back in the game"
"get back on the horse"
etc.
