Your dog needs training. Find a good trainer, Positive Reinforcement based as they study behavior and psychology as opposed to just teaching a dog "things".

In a word, obedience training. This will give you the skills to correct behavior problems. It will also teach you about dog behavior.

take him to obedience classes with a room full of dogs ie at petsmart. he'll bark for a class or two and then calm right down.

You just have to him used to other dogs. That breed is a very nervous, and delicate. So just be careful, they tend to break their little legs easily.
