How to remove the vocals in a video?

Does anyone know of a software that can remove the vocals in a video so I can dub my own voice over the actors voice and yet I can still hear the background sound effects, please? I googled alot but I can only find softwares for music. Thank you!

They don't work for music, they wouldn't work for regular video either.
