What is "special" letters suppose to mean? I know Paul wrote things for specific groups people, such as the Romans, hence the book Romans in the New Testament. Maybe that's what they meant?

"Special"? Not sure where you are attempting to go with this.
Every word of God is "special" - none more "special" than another.
I take it that this has to be something that someone told you. Their lack of being able to get a point across to you and evidently using the word "special" doesn't harm the message of God in any way. Just means that they didn't get a point across to you and that you evidently have mistaken something about one of those that were used to write scripture.
