they only go away if i remove them with a blackhead tool which takes forever. the spots are red and are bumpy

It could be the problem as mentioned above. Or it could be that you're not fully removing all your make-up, I'm guessing the latter as you said that if you remove them with a blackhead tool they go.
So I would recommend trying a proper cleanser to remove ALL of your make-up and not just the visible layer, as some make-up gets into the pores and then clogs them, thus causing spots

You are either sensitive to the makeup you are wearing, or you are having a reaction the the makeup remover. You need to get rid of one or even both products. Make sure whatever you put on your face is hypo-allergenic, or you will continue to have this problem, and it will only get worse.

you are probably just having an allergic reaction to your makeup! maybe try going without for a few days and see if it clears up or try switching brands, or if nothing is working go see a dermatologist

Do you use an exfoliating scrub and a restoring toner? This would help the bumps and restore your ph level.
