No, it is not the same. Flour is flour alone, bisquick contains all-purpose flour, vegetable shortening, baking powder, and salt.
Without baking powder, whatever you are trying to do it will not rise.

Bisquick cannot be used interchangably with flour if it is all-purpose flour. If it is self-rising, you can probably get away with it.
