It's in the NT somewhere, Paul probably wrote it.
When Noah exited the ark, he was allowed to eat meat. Before this time, people did not eat meat.
The Jews were told what meat they could and couldn't eat, then along came Christianity and meats were ok. See the above scripture citation.

Genesis 9: 3 is the first instance of man being allowed meat. It was to Noah after the flood. Also animals would be in fear of man.

acts 10 God shows peter no food is a sin.
Peter's Vision
9About noon the following day as they were on their journey and approaching the city, Peter went up on the roof to pray. 10He became hungry and wanted something to eat, and while the meal was being prepared, he fell into a trance. 11He saw heaven opened and something like a large sheet being let down to earth by its four corners. 12It contained all kinds of four-footed animals, as well as reptiles of the earth and birds of the air. 13Then a voice told him, "Get up, Peter. Kill and eat."
14"Surely not, Lord!" Peter replied. "I have never eaten anything impure or unclean."
15The voice spoke to him a second time, "Do not call anything impure that God has made clean."
16This happened three times, and immediately the sheet was taken back to heaven.
17While Peter was wondering about the meaning of the vision, the men sent by Cornelius found out where Simon's house was and stopped at the gate. 18They called out, asking if Simon who was known as Peter was staying there.
19While Peter was still thinking about the vision, the Spirit said to him, "Simon, three[a] men are looking for you. 20So get up and go downstairs. Do not hesitate to go with them, for I have sent them."

Genesis 9:1-3 says: "Then God blessed Noah and his sons, saying to them, "Be fruitful and increase in number and fill the earth. The fear and dread of you will fall upon all of the beasts of the earth and all the birds of the air, upon every creature that moves along the ground, and upon all the fish of the sea; they are given into your hands. Everything that lives and moves will be food for you. Just as I gave you the green plants, now I give you everything."

D&C 49:18-19 "And whoso forbiddeth to abstain from meats, that man should not eat the same, is not ordained of God; For, behold, the beasts of the field and the fowls of the air, and that which cometh of the earth, is ordained for the use of man for food and for raiment, and that he might have in abundance."

You'll find some such verses in the book of Genesis. After the Flood, animals were meant to be eaten for man's health and pleasure.

Romans 14:1-3 "Welcome those who are weak in faith, but not for the purpose of quarreling over opinions. Some believe in eating meat, while THE WEAK eat only vegetables. Those who eat must not despise those who abstain, and those who abstain must not pass judgment on those who eat; for the Lord has welcomed them."
Romans 14:14, 22-23 "I know and am persuaded in the Lord Jesus that nothing is unclean in itself; but it is unclean for anyone who thinks it unclean.....The faith you have, have as your own conviction before God. Blessed are those who have no reason to condemn themselves for what they approve. But those who have doubts are condemned if they eat, because they do not act from faith, but sin."
