I don't know which plates haven't been issued but not all "offensive" plates get weeded out.
Ex motorcycle racer Steve parrish has PEN 1 S on his car.
How did that get through ?

I saw this plate on the counter at the DMV in California. I am sure when the person was picking it up, the lady must have stopped it, but it actually passed into getting made and almost got out.
it was FUDGPAK
however, in San Diego, an old friend had BI BABE (and she said it meant BYE, NOT)
others I've seen
MANSMAN
GAY GUY etc.
We get them all around here.

Usually anything referring to obscene language even if it's in a foreign language. If you must display something distasteful to be cool, try a magnetic sign and be prepared for rocks to be thrown at your vehicle. They're pretty sharp and if something does slip past, it will be retrieved in no time. They know who you are and where you live.
