I just moved in with my brother a couple of weeks ago, & we even notified the landlord. This elderly woman below us stares me up & down really hard, like she thinks I'm up to no good. Does this mean that she's gonna try to snitch & get us in trouble? We have a backup.

I don't understand part of your question. If you've notified the landlord, which was considerate but probably not required, why would you be afraid of her snitching or getting you in trouble? And why would you need a "backup" anyway?

As for the neighbor, she's probably just wondering who you are since she's been seeing you around so often. And if she is elderly and perhaps living alone, she may be nervous about seeing a strange new face in her building. I think the best thing to do would be to simply introduce yourself, let her know how you're related to her neighbor, and that you'll be staying there for awhile. That should put her at ease and stop the rude stares.

I have learned that such reactions from people are a lot more about them than they are you. Forget her.

she may have poor eye sight and the expression may means nothing.
