The Catholic Church in America is dealing with cases in the courts that stem from the last 40-50 years. Stereotyping all cases as cover-ups it a misrepresentation of the facts hope you're not a Christian who is called to discover truth and present truth if you are you're sinning .

Less than 1% of the priest have been accused.
Now the Church has always been very concerned with scandal and in my opininon they frequently caused more scandal by mishandling wrong doings by clergy if it meant the wrong doing would be made public.
They are learning that that is wrong. Pedophile priests are now being defrocked. Most of the cases in the past few years being brought up are incidencts or alleged incidents of bygone years.
Less than 20 incidents or alleged incidents were reported as happening in 2006.
No one has stated 50% are pedophiles. There have been some that has speculated that 50% are homosexual. That is speculation. Before Vatican 2, the church tried to screen out men with the homosexual orientation. After Vatican 2 the church allowed ordination of men with homosexual orientation as long as they took the vow of celibacy like herterosexual men. The church differentiates between homosexual orientation and homosexual behavior. I understand even straight men under some circumstances have been guilty of homosexual acts and that is seen as just as sinful as if someone with a homosexual orientation is guilty.
The John Jay College of Criminal Justice did a study and found that most of the incidents happened during the 70s and 80s. That was right after Vatican 2. The Church was opening itself up to a lot of new ideas. One was situation ethics. It had crept into seminary training and was causing a lot of heated disagreement among priest in the area where I live. Some younger seem to think that there was no such thing as sin. I think this combined with their ordaining men with homosexual orientation could have been a factor.
John Paul 2 clamped down on things like that. In the 90s the number of cases were very small.

Most priests are NOT pedophiles, unfortunately even just one is too many. The church is in denial. They don't want to admit that a priest could do something like that.

Somehow, I get the feeling your idea of "properly" is to have all Catholic Clergy behind bars.
Seriously, that's not going to happen because only a small fraction of priests are in any way involved with in the sex scandals.

They wouldn't have any priests left to man the churches. One insider said about 50% of all priests are pedophiles. Their own documentation says something similar.
