that they (the oncoming traffic) is giving you the go ahead and proceed because they (the oncoming traffic) have every intention of turning? And if not what is the purpose of the turn signal? I believe it is an indication for following traffic to slow down or prepare for a change in direction and the same holds true for merging or oncoming traffic.

its the law ! its not up to you as a driver ,driving is a privilege and can be revoked at anytime they will tell you this in any court. this the main reason head lights come on new cars automatically is the law states if you can not see the sun even if it is out but say on a cloudy day you must turn on you lights, its the law, but people even drive with there parking lights on , the only reason they come on like this is for parking and waiting when not moving, not for driving to look cool, they are called and meant for parking only, but hey some laws seemingly seem dumb, there is or not all application apply at any given time ,some roads there are no left turn arrow or lanes so they just made the law across the board, understand cool , good question, have a great day

Turns signals are simply a way of serving notice that the car wishes to turn.
They do not provide the right to turn. The driver is responsible for making the turn in a manner safe both for himself and all other traffic.

You are correct, though, that it does provide notice to cars behind that he wants to turn and since he must slow to do so, they need to act accordingly.

turn signals are pretty self explanatory if you ask me. They tell you when someone is turning.
