You'll never find any definitive answer to this as the cause and effects of karma depends on the degree/intensity of the action and such actions are hard to be judged by its effectiveness (immediate effects or whatsoever).
If its already done... just don't look back. Share more good thoughts and feelings towards the person who was kicked and beaten. This will lessen the hatred among one another. What karmic effects depends on the circumstances/degree of intensity and no one is able to tell you what it is.

Karma is the one you will expect: if they have no regret and pay no effort to redeem the bad karma: first someday people will kick and beat them like they did to others (physically consequences)
Second: the karma for this evil desire of violence will result in the reincarnation of new, but pity life in which you will live as lowly as possible.
Third: if you continue to do evil - the combination of bad karmas will result in an animal life for new reincarnation
Fourth: still not stop: hell is the ultimate pusnishment,

Buddhist "culture"? In Buddhism, we don't believe in "punishments" like some kind of "bad children" thing... karmically if you do non-virtuous deeds (i.e. causing harm and suffering) then you plant karmic seeds of the same variety in your mindstream, and when the causes and conditions for those seeds to ripen arise, you will reap the "fruit" of those seeds, which are generally worse than and similar to what you've done, like a hell realm or somesuch.
