This obligation is commented by Rabbi Chavel:

"This Commandment ... will be better understood in the light of the following passage from the 'Mishneh Torah': 'We are not to engage in war with anyone whatever unless we [first] proclaim peace to him; [this is applicable to both] an optional and an obligatory war; for it is said, When thou drawest nigh a city to fight against it, then proclaim peace unto it (Deut XX, 10). If [the inhabitants] accept the offer of peace... we are not to slay a soul among them, and they merely become tributary, for it is said, [All the people ... therein] shall become tributary unto thee, and shall serve thee'." (Ibid.)

In other words, if the city's inhabitants object to being subdued/enslaved, they have to be slain nevertheless. Also sparing their life directly contradicts Negative Commandment 49 (see note [65]).

"We must not make a covenant with idolaters, to agree on keeping peace with them or accept them practising idolatry, because it says (Deut 7:2) Thou shalt not make a covenant with them. Either they give up idolatry or they are killed. And it is forbidden to pity them, since it says (ibid.): Nor shalt thou shew mercy unto them.

Words from the OLD TESTAMENT.

If Christians believe Jesus is God then he is the God of the Old Testament and therefore they cannot deny that GOD commanded this for the believers.

Jesus is the Word of God in the flesh. God spoke to the Israelites during Old Testament times. They obeyed God through religion.

When Jesus came to the earth, New Testament, He was a relationship, not a religion. Although Jesus did appear at times in the O.T., His teachings of love, forgiveness and freedom were taught when He appeared in the flesh in the N.T., because He fulfilled the law, which is something that we cannot do..

Yes, Jesus is God. He is a member of the Trinity.

Jesus came to fulfill all of the laws. We are now under God's grace.

Only the Christians say that Jesus is God. What was said in Abraham's time has nothing to do with Jesus. When Jesus said. "Before Abraham, I am." He only meant that it was he whom was promised by God to the Serpent in the book of Genesis. He was not yet fully there. And if he was promised, therefore he is not God. Otherwise, God could have said, "I will be back to step on your head and you will strike my heel."
Do not believe so much on what they say about Christ.

Look, the trinity is a load, so don't say that before Jesus was born that he was speaking in the Old Testament.

Obviously, Jesus had nothing to do with it: that is old testament stuff, not new. The idea of the head tax was adopted by Muhammad in the Qur'an.
