It is a High Def and has the right cables, cable connections, and hi def subscription. The picture is in colored lines in horizontal lines.

This just started yesterday, I've had the TV for years. Just all of a sudden. HP support said to hit the master reboot. Sorry, my model doesn't have that feature.

Also, the same issue when we tried to play a DVD as well.

Is this a new issue or what is like that all the time?
Do you see noise with every source (DVD , VCR, composite, component) or a particular source?
You can always call HP support and ask for advice.

Does it not have a clear picture at all, or just on regular TV. If you have a bad picture on regular tv you need to upgrade your tv service to Hi Def service to get the best picture. DVD's should look good, but I would hook the dvd player up with component video cables to ensure the best picture quality. If this is a high def TV, Im sure the problem is that you just need to subscribe to HD programming from your TV provider. Or if you have digital cable or satelite, and are only using coax cable, changing those cables out to s-video and audio cables will help.
