Ah it is possible...
The Hi8 format is analog (meaning it doesn't play nice with computers). But happily Digital 8 came along. Digital 8 cameras use the same tapes as Hi 8 cameras but support transfer to PC via firewire. The problem is that you probably don't want to shell out for a new camera... you can get places to do the conversion for you or if you own a DVD recorder, you can plug your camera into it and press play on the camera and record on the DVD recorder...voila, transferred to DVD.
To be honest, this may be the best option, you may already own a DVD recorder (or know someone who'll let you use theirs). There's also the option of buying one, you'll get one pretty cheap these days.

You have to get a PAL capture card or dangle.

Turtle Beach, Hauppage and Dazzel make some NTSC cards, maybe they also have PAL cards.

personally, i would have a camera shop do the conversion to DVD. i assume you have a computer with DVD player. to do it yourself requires an analog video capture card for the computer.
