I see new buses in my school district and they have numbers in the low 100's, i.e., 102, 135, etc. How do they assign the numbers?

The person who places the order for them specifies the lettering on the sides and the numbering. Many towns use a three digit system,1st number is department, second and third numbers are vehicle number. If you have more than 99 buses you would be forced to use four or five digit and that gets awkward.Especially on radio calls;most buses have two way radios. There is also another method based on year delivered followed by a dash and a number based on total number of buses delivered that year,(7 of 9,5th of twelve, etc.)It makes it easier to scheduale maintenance and repairs.

In the low 100s?

It's based on a complicated algebraic function relative to the inverse proportion of the square of the driver's shoe size. (j/k)

I'll bet it is as simple as just a number keeping track of inventory. Or maybe even something to do with the bus's route. I don't think it is much more than that.
