I don't know your circustances, but if the cat was out wandering around, then you screwed up.
The best thing to do with a problem cat, is trap it, and take it 30 miles away and let it go. It doesn't come back...

That is horrible. I would contact the Humane Society. I would tell them what happened, and tell them what the police said. I grew up in MA, but the military has taken me to other states CA, NC, UT and throwing a cat away was not legal in any of those states.
I am thinking your state already has a law on this, and those cops are jerks. You could also call your vet and ask if there is a law. They are really starting to crack down on animal cruelty across the country, about time.
My heart goes out to you, I know loosing a cat is not easy. But to loose it in such a traumatic way, I'm so sorry.
P.S.
I hope your looking for a new place to live.

You need to contact animal control and report the incident.
This is illegal, as far as I know. The only right I have as a homeowner to do with a neighbors pet on my property is to 1. Call animal control to get it or 2. bring it to animal control myself. Killing it is NOT a legal option here.
A person that would do this is a danger to society. It is animal cruelty, and many of the mass murderers and violent criminals have done this to pets and animals prior to, or along with, doing these acts to people.
Now, addressing the fact that your cat was on his property: Many places have leash laws concerning cats as well. Your cat must be in your control, on a leash, or some how confined to your property, or you can be fined, have your cat taken, or have neighbors take them in to animal control.
But no matter what, cat on neighbor's property does not equal the right for him to kill and throw him in the trash.
I'd be livid...and you better believe I'd be making phone calls...not to mention finding out if I could take him to court, even though the cat was off my property. This was an intentional act of cruelty.

I don't know where you live, but killing someone elses pet is illegal. Go see the police it is not so easy to sluff someone off in person. Get a lawyer and push this issue. I agree with Pamela V. If this was my cat and he admitted to killing him I am not sure I could control my rage. Nothing makes me hotter than abuse of innocent animals. Laws aren't fair. A guy like this should be put in the local zoo's lions den at the daily feeding time to see what it feels like to have something much bigger kill you. (If he wanted the cat gone, he could have called the spca and you could have gone to pick up your cat) Find somewhere else to live.

Your landlord broke the Law! Oh! People like this just make my blood boil! Call the police again ask for another police officer, get the first police officers badge number and report him! This is wrong, wrong, wrong. This was against the Law. Get the S.P.C.A. involved! Good luck! The cat killer belongs behind bars! (jail) The first police officer needs to be put on probation!

Don't you have an Animal Protection Society, or something like it, near by? If you do, complaint about him. You have the police complaint for testimony.
You can also write to local newspapers and tell the truth about this... kind of person your landlord is, if they have a space for readers letters.
Well, I'm sure he wouldn't do the same to a big dog, like German Shepard or Rottweiler... It shows how coward he is.

Hello & wow bummer .. think I'd be thinking about moving from a landlord like this, seems he's just a bad person in general even if he didn't do it ..problem is PROVING sucha thing..even poisionings, but it is illegal to do this..I'd call the Humane Society & see what they say..guessin the cops can't be bothered cuz there is much worse ..like human murder, etc they have to deal with..sorry for your loss, it is sad, but without proof, it's very hard to have anything done.. beings it's hard sometimes to move tho, if you ever get another pet..I'd say it should never be outside with people like your landlord around..sucha a rotten person will get his one day !!! Take Care

That is completely wrong and inhumane!!! That is animal cruelty. I would call the humane society on your landlord. They may be able to help you receive justice or point you in the right direction. That is a terrible thing to do and there should be charges brought against him.

Omg, that was a horrible thing to do! Contact the police again but ask to talk to someone different. Dont let your neighbour get away with this! Its sick and cruel! If the police still don't get involved, contact your local newspaper, and tell them your story, and name and shame your neighbour. Also, if its in the paper, the police might do something about it.
Good Luck, hope you teach that horrible nieghbour of yours a lesson he won't forget!
