In our town as long as the music or TV cannot be heard from 200 feet from the dwelling, it is technically too loud and the police WILL issue a citation. I live in the apartment below a guy who got a new stereo last Christmas and were testing its limits when they first got it. It went right through our ceiling and sounded as if they were inside with us. It was even making things in our apartment rattle.
I waited until 11pm (when my wife wanted to go to bed) to let him know it was too loud. He was very nice about it, but the next night the neighbor I spoke to was working and his roommate was doing the same thing. So, I calmly went up and complained. This time though I had to knock 10 times (not 10 knocks, but 10 series of knocks) which lasted through 3 songs. The music was that loud. Since then I have had beers with the guys and we've had them over for dinner, so it doesn't have to be a bad experience as long as everyone keeps their temper.
I don't know if the music could be heard from 50 feet away, but it is always best to talk to someone personally. Think of it this way ... would you have rather she called the police? If she had, you could find it difficult to rent an apartment in the future and be told you cannot renew where you are.
Headphones are your friend, especially at night. And try not to put your stereo or TV speakers next to an exterior wall.

Even though your music or movies/TV may not seem loud to you, maybe it is to her. Maybe your speakers/TV are sitting right up against the wall, causing her walls or floor to vibrate. Sometimes moving speakers or a TV just an inch or two away from the wall can help this problem. Or, maybe she has young children who she's trying to put to sleep/down for a nap, or maybe she herself wants to sleep, and your music is keeping them awake? What time of the day/night are you doing this? Most apartments in which I've lived have noise rules. NO noise (other than regular things like flushing toilets, walking around, etc.) is permitted between the hours of 10 p.m. and 7 a.m. Between 7 a.m. and 10 p.m., regular noise (washing machine, TV, music, etc. are, of course) is permitted, but it's nice to keep it to a minimum.
You never know what someone's story is--maybe your neighbor is ill. Maybe she works nights and your noise keeps her awake. Do you have hard wood/tile floors? Sometimes in this case, the noise you're making echoes (because it's not muffled by carpeting) and seems even louder upstairs than you realize.
Hard to tell what the problem is--whether it's something on your end, or something on hers.
I wouldn't recommend macing her as, if it's unprovoked, it's considered assult. If she comes down beating on your door and attempts to hit/slap/physically harm you, then I think macing is fine. Otherwise, I'd keep it put away.
As for the police, they're generally very unsympathetic to the people who are actually making the noise--they concern themselves with upholding the noise ordinance laws--not someone who's complaining about a neighbor knocking on their door.

I have the same problem and sympathise (we've never said a peep to her about anything) but I agree about the headphones, just so you a) don't do anything stupid and b) you get a more peaceful life. If they are lonely or have no life, try and raise a smidgen of compassion, they may act scary but often are quite frightened themselves.

You would probably feel the same way if someone below you was listening to their music/movie on high volume. Respect works both way, you respect them and they respect you. It also depends on what time of day you are listening to these loud movies or music.

Get a computer that plays CDS and DVDS. Then, get a set of headphones. Listen to your music and movie through the headphones.

do you have to have the music on so loud as to disturb your neighbours? maybe you can insulate your ceiling to keep the lady up stairs at bay. if she is just complaining to be nasty document it on video tape or talk to the other neighbours and see if your music or movies are too loud.
