I have a large one bedroom and I am a month away from becoming a foster parent. I will be housing children, one at a time, under the age of 4. There is more than plently of room to make 2 areas, but I am not sure how to go about it. I cannot put any permanent walls up, seeing as I rent, but something that had to be anchored or screwed into the wall will be ok because that can be removed and repaired. I have considered a pop up gazebo, if I can find the right size or building a frame that sturdy and hang materials around. Shower rods and pvc piping keep popping in my head, but I have no design. Any ideas?

You could get one of those tracks like they have at the hospital and hang some pretty fabric up to separate the room into 2 defineable areas, and you will be able to open them up if the kids want it open, and close it for privacy.....
Or you could take some ceiling hooks, (for plants) and put them in the ceiling... and take LONG (curtain) panels, and sew ribbons onto them, at the top and hang them up between the beds and on the outsides of them also, and on the wall have a tie back, so that you can pull the curtain back and at night have it down for more privacy. so you would have 3 panels...and it would make it more private.

An eyebolt screwed into a stud on opposite walls and a piece of 1/8" wire should be capable of holding up a curtain. If you use shower curtain rings on the fabic, you could slide it open during the day and closed at night.

I think these are great. They were used at my church to divide the basement into separate Bible study classrooms and they worked beautifully!
