There are many different type of porcelain painting.
Do some Internet searches and do lots of reading. You can paint on glass, tiles, pottery. And there are a number of brands of paint to do that will. Including grinding your own. Basically you are apply ground glass to the surface with a binder and then kiln firing it to join the new paint to the surface.
I'm in the USA so any information about classes here would not do you much good.
