A child born or adopted into a military family setting. The idea is that the child has either one or both parents in the military. The phrase is not meant to offend today. It is a joking, light-hearted term. It has reference to the era that dad was off working and mom was raising the children and when you can't watch/control your child they are viewed as "brats" and troublemakers.

Well, I probably not make too many friends from you military dependents out there. I am sure that most of you were good kids. But I was stationed on a base that the NCO club was a lot more fun than the Officers Club. So what I consider the brats were the ones that came to the NCO club and would flaunt the fact that "well my dad is a Major or General".

A miltary brat is a child that is born into the military culture. Yes it is it's own culture. There was recently a documentary about Miltary Brats called BRATS: Our Journey Home.. a Military brat, is an endearing term, not an offensive term, for a person that was born to a military parent, and they where raised around the military bases, moved arund with changes is parents assignments etc. Military brats are good at adjusting to change, thats how they where raised. it's a term used my the person themselves, it is not a negative term.
