There is considerable difference in the recharging systems. Solar, or light powered chargers use ganged photocells to supply the charging voltage and current. A wall socket recharger uses a transformer and rectifier circuitry.

A device using a light powered recharger will be in a recharging condition anytime its photocells are exposed to light, but the wall-socket rechargeable device must be plugged in every time you want recharging.
