A perfect deity is like any other deity - he can create whatever he wants to create.
Of course, that begs the question - what does perfection desire?
And the answer to that really depends on how you think of perfection.
If you think of perfection as being whole - lacking nothing - then a perfect deity should want nothing, and should never have created anything in the first place.
Or perhaps the deity only became perfect *after* creating things; it was the act of creating that made him whole.
There are any number of possible answers.

"The Personality of Godhead is perfect and complete, and because He is completely perfect, all emanations from Him, such as this phenomenal world, are perfectly equipped as complete wholes. Whatever is produced of the Complete Whole is also complete in itself. This is to confirm that He is perfect, as well as His creation. As for us, we are perfect in our eternal position as servants of the Lord ,as we were created as such. But when we try to imitate Him and try to lord over everything and everyone around us ("Animals are created for us to eat them, earth resources are created for us to exploit them" etc ), by our own sweet will we put ourselves in this imperfect position, as we cannot control God's creation, only He can. Our perfection is in admitting our real position of being subordinate and surrender unto Him.

When God created mankind all was perfect. When Adam and Eve sinned they became imperfect and in doing so they passed on their imperfect state to their children as a result. If you think of a baking tin with a dent in it...every time you use it the cakes will have that dent. Every time Eve had a child that child was imperfect and so on and so on.

Unless He created robots, the creation given a free will unlike animal and vegetation, would decide for themselves, the same way you won't always do what your parents ask of you even if they know better! Does this mean that they stop loving you and hoping for the best? No! Besides He did create us perfect and we still have it in us to be perfect whenever we do things the best way we can, it's our way to reach out for that perfection which will still be ours one day... that is in one day to God but a thousand to us... as one day to Him is a thousand to humans and when we understand this, we see that the whole idea of what He had in mind for us is just temporarily postponed as it will be the way it was meant to be as soon as Satan and his demons (gods) are put in the Abyss and out of the way of our better judgements once and for all!

Maybe God is looking for something in us that is more than mere perfection. I think it more likely however that what we are going through is a refining process the end result of which will be perfection.
God knew the end from the begining and still went ahead with creation here on earth. He would have been fully justified to put an end to mankind in the Garden of Eden, but didn't.
Some things are simply beyond our capacity to comprehend. For now it should suffice for us to know that He is God and we are not. That He is perfect and for reasons known only to Him, we currently are not.
But he will use our faith as the raw material for our transformation if we would place our faith in Jesus.
Isa 55:6-11
Seek ye the LORD while he may be found, call ye upon him while he is near: Let the wicked forsake his way, and the unrighteous man his thoughts: and let him return unto the LORD, and he will have mercy upon him; and to our God, for he will abundantly pardon.
