I just saw two pigeons outside slapping each other with there wings. I have never seen them do this before, it was almost like they where playing. One would line himself up and then wack the other with his wing and then the other one would do the same thing back. Is this some weird mating ritual?

Wing slapping by the pigeons indicates the challenging the territory. When one disagrees to give entry to another they behave like this.

Either that- or they were in the middle of a heated discussion about who was gonna end up in the final round of the NBA Playoffs! :)
