It depends what you mean by snowplay.

The NSW resorts that give most simple direct access to snow are Selwyn Snowfields and Perisher Blue. Thredbo village is below the snowline, and can mean a chair ride or hike to get to snow. Of Selwyn and PB, Perisher Blue will have the most reliable snow. Perisher also has snow tubing and a toboggan area (although toboggans are very dangerous)

I don't know as much about Victoria. Lake Mountain is the closest access to snow from Melbourne. It does not have any lifts but if all you want to do is play that is not a problem. Baw Baw is another resort that is closer to Melbourne. Falls Creek and Mt Hotham also have snowplay areas.

I've been to Thredbo, NSW. I live in QLD so seeing snow was amazing. my uncle shouted me a holiday so it was good. If ur a beginner and dont want to spend a fortune on accommodation but still want the luxury there is a hotel right next to the beginner's slope (friday flats). you literraly wlk accross this 10 metre bridge and u are at the base of the mountain. You can see the lifts and slopes from your room. there are 2 lifts there - the beginners and intermediate. feels great stepping out of your hotel room and watching all those silly buggers getting off the bus with all their kids and skiing gear. HAHA. the have night skiing, restuarants, kid skiing school, AIS recreational centre (heated pool, spa, lap pool, slide, squash court and more. we stayed at the River Inn Resort
