Same as when you would use 'the Thursday' in English. To talk about a specific Thurs. For example, the Thursday that is in this week: el jueves que viene. But generally Thursday is just Thursday and jueves is just jueves. I'll be here Thursday: yo voy a estar aqui jueves.

Jueves as the day of the week.
If you want to say something about an specific Jueves then = el jueves
the Thursday before my birthday = el jueves anterior a mi cumpleaños

but if you just want to say the word you must say JUEVES

If you are going to say the days of the week, you just say:
Lunes, Martes, Miércoles, Jueves, Viernes, Sábado y Domingo.
But if you use it in a sentence you must use EL.
Thursday I'm going on vacation!
El Jueves me voy de vacaciones!
