It is a sin to have lustful thoughts period. Jesus says in Matthew 5 that if you look upon a person and lust in your heart than you commit adultry with them in your heart. God sees your heart so you will give an answer to God about your heart and unless you trust Jesus as your Savior you will pay for your sin in hell for eternity.
