It should, they are both Microsoft products so they are compatible. I have Vista Home Basic, and my Office 2003 works fine! I don't have much experience with Vista Starter (they don't offer it in the US). The best thing is to ask Microsoft directly. They're good about getting the information to you (within 1 or 2 days though).

I have MS Office 2000 and it works just fine on mine, the computer store will tell you it has issues just to try to sell you 2003- or above. Microsoft looks out for it's own products, once you have it installed, goto microsoft site and browse to Office updates and it will update your Office software.

vista starter edition? or do you mean vista home basic?
vista starter edition is a cut down, feature limited, ram limited, program limited os.

If not legal, why bother, Open Office works great.
