(Could you even understand the title?)
The title was: Why do some people talk like this so much?
I mean, really. It takes 10 minutes to write a paragraph out of stuff like that.

So why do they do it?

They think they have invented a really awesome secret code that no one will crack.
My friends and I tried stuff like that in 5th grade when we were passing notes during Math

These people are copying what used to be called "LEET" or "Elite" for computer Hackers.. changed to L33T.. there used to be some programs out that would automatically change your typing into l33t (not sure if they still exist or not)...

l33t was used to provide publically things that a non-l33t would not readily understand and so would probably ignore.. but it became obsolete with the wide use of stegonography.

we are entering into another generation where they think if they mess around with the english language long enough , the older people ( I would say teens are doing this) wont try to decode their typed speech. Every generation goes through this. I remember my mom and dad told me about pig latin and goose latin. They were living in the early 1920's in their teen, so this gives you an idea of the era. but goose latin and pig latin went out of vogue, so will this new code.

Yes, I could.

The only people who use leet speech nowadays are idiots who think they sound advanced when using it. Just ignore them.

To be quite honest, I have no idea. I asked someone why they typed like that once, and I couldn't read their answer.
