If a Catholic priest blesses water and makes it "holy water," could it be used for that purpose by Protestant clergy or would it need reblessing? What about the other way around? Is there any accreditation for this stuff?

Probably not...

I am LDS and I often bless oil for anointing but I would never accept blessed oil from another religion because we do not recognize other religion's Priesthood Authority...

We also bless water for our Sacrament meetings but none of it is kept afterward.

It would not hold the same meaning to a Protestant as it does to a Catholic. I do not understand why another religion would want to use it if they do not accept the authority of the Catholic Church. The way I understand this is if it is blessed by a Priest it is and forever is blessed.
