we cant choose which body parts to lose the weight off - it has to be overall weight loss.
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried - no junk food.

How tall are you? It is a combination of diet and exercise like you have never heard that before. Layoff the fast food. Go to the gym. Drink more water and less soda. I don't know how old you are, so if you are over 21, lay off the alcohol. If you are under 21, no alcohol at all. Take an aerobics class or do laps in the pool. Easy formula. If you burn more calories than you take in, you will lose weght. A specific exercise to do to rid yourself of those love handles is called a side bend. Hold a weight in one hand and bend to the opposite side. It works the oblique muscles which are the love handles. Do 3 sets of 15 repititions daily. You should see a difference.

Dont know much background info, but assuming you dont have a healthy diet and dont exercise, here's my advice!
Start eating healthy natural foods, cutting out anything greasy, fried, sugary, breads and pastas... Replace them with veggies, fruits, meats and dairy. Snack idea's are sugar-free jello or pudding, protein bars, chopped fruit (good with slices of cheese), mixed nuts...
Here is a site with some great low-cal recipe's that are easy to make, and yummy to eat
http://www.myeatingdisorder.com/recipe.asp
Don't let the site throw you off, it has a nutrition section on it (that is not revolved around eating disorders)
As for exercise, start with 30-45 minutes of cardio (running, biking, swimming...) 3 times a week, work your way up from there increasing your time, and frequency. The more cardio you do, the more fat you burn and the leaner you become! I wouldn't suggest much weight lifting because the muscle can cause you to bulk up (especially in the beginning before you've lost much fat)...
Hope this gives you some ideas! Good luck to you!

exercise 3-5 days a week
weight lift every second day
6 glasses of water a day
No Juice, No Pop
Milk is ok; but drink 1% or no fat/skim
No Pizza, No chips, no fast food
Eat from all food groups, but in moderation
Put all your meals on a small plate instead of a large one, you will cut down on calories this way.
If you need to snack at night try popcorn (lower in calories than chips) or try fruit.
