they change themas they see fit and are not published any where for the public like us to see

Between Mike Helton's ears. I believe they are made up as they go along. Either that or the rules change constantly because I have seen drivers get a penalty and then someone else make the same infraction and receive a lesser or more severe penalty.

Only teams, drivers, NASCAR Officials can get a Nextel Cup rules book. NASCAR does not sell them and I can't get them for anyone. You can join NASCAR, last I heard it was $400, see 1st question above on ways to contact NASCAR

Rules and Guidelines
NASCAR issues five different Rule Books, each of which includes in its title reference to a particular NASCAR-sanctioned series. There is a NASCAR Rule Book for the NASCAR Nextel Cup Series, a NASCAR Rule Book for the NASCAR Busch Series, NASCAR Craftsman Truck Series, NASCAR Regional Touring Series and NASCAR Weekly Racing Series. Each NASCAR Rule Book is published exclusively for NASCAR members.

You cant. Thats the beauty of it. They can change the rules as they go. When the guys in the Speed booth stated that Tony Stewart was fined for not attending the post race interview Elliot Sadler was in the booth with them and he stated that he didn't even know about that rule. The rule being that the top 3 finisher's of the race must do a post race interview.

They change them every other day, depending on whether or not Hendricks Motorsports needs a new one. I don't even think the Internet could hold all of that bullcorn but I wish you luck finding it.

To get the full rule book you have to be an official,team owner,driver,crew chief.Others get a shorten version.
