Clearly something more. If he was after a quicky he would of pushed to get into your pants. The fact he restrained himself (trust me, it aint easy) shows that he respects you much more then a quicky over breakfast.
Persue it, this guys decent and yes he is into you. Ya dont just start making out with your friends and fiddle with their boobs for nothing (at least I dont :/)

He was probably hoping that you were ready, but settled for what he could get. Usually, if they are only out for sex, I'd say that if they didn't get it right away, they will have moved on. Pay attention to other things that he does, to see if he really likes you.
