I believe you may be thinking of George Soros. Wikipedia calls him an American investor however; he is Hungarian by birth and spent many years in the UK and has more lives than a cat. I find no mention of him becoming a naturalized America. But it could be so.
His stock trading ability made him a billionaire and he is the 80th richest man in the world.
He fancies himself a philosopher and pours tons of money into Leftist Whacko projects.
