although the field was 'frozen' at the time of the caution, there were still 1 1/2 laps to go. Tony couldn't finish the last lap and a half, so he dropped back to 28th.

The field is frozen at the moment the caution comes out. However, the cars have to cross the start/finish line to maintain their position. They do NOT have to cross the line in the correct order, but they have to cross it while maintaining pace car speed. And, they have to cross it with out assistance, meaning another competitor can not push them across, etc...
Tony did not cross the finish line, so he was credited a lap down, in 27th place.
And, as of now (7:00 pm Eastern), NASCAR has already adjusted the results. The are still not official, but this is likely to be the list that is finalized. It is not a mistake that Tony finished 28th, so even if they DO adjust the results, Tony should not change.

This is the same as Talladega last fall, Johnson and Jr. could not finish the race, apparently NASCAR gives the driver time to get back to the finish line to retain the position, but Jr. couldn't do it, and Johnson's car couldn't go anymore.
Likewise here, Tony's car quitted after he crashed, so he couldn't complete the race.

No because he was involved in a crash during green flag/yellow flag racing. After the caution flag came out they sorted out the field and that is where he finished.

No one seems to know the answer to that question but i do agree with you everyone else involed in the crash got to keep were they was running at the time of the caution.

I feel the exact same way, and hope that term "unofficial results" means something. I think other drivers are affected by this, too.
