how can people tell which lottery tickets are winners i knew a guy that knew which tickets to buy by telling what number it was on and he was right winner every time

He was just lucky, there is no way to tell if a lottery ticket is going to win.

I think it's possible too. Where I live a guy has won over two million dollars off of the same lottery ticket and he had purchased it at two different stores. Maybe it is just luck for the person doing it because we tried that one time and didn't win anything.(Same kind of lottery ticket with same numbers)

If there was such a system, the lottery would be defunct by now. Your friend wouldn't be the only one with that tid bit of info.
