toning is the same thing as losing body fat and you can't spot reduce fat through diet or exercise.
exercising at a high level of intensity for 60-80 minutes has the greatest effect on increasing the metabolic rate. however the diet ultimately determines the rate of fat loss. the more healthy and nutritious the diet is the greater the amount of fat will be lost
genetics determine from where on your body fat will be metabolized from first and last. so really the only thing you can do is to continue the fat loss process until you see the desired results in your trouble areas.

Squats. leg extensions. leg curls. running. rugby. killing bad people with kicks.
alternatively, kill a bodybuilder and use his blood to soak pages of the bible. these holy maximuscle charged pages should be wrapped around ur legs. these will cause rapid muscular growth
