Low carb wheat flour... No.

What people do is use alternatives to wheat flour, such as soy flour or almond flour, to reduce the carbs.

Although flour does contain protein, such as gluten, it is generally considered a carb because most of it is starch. There are other choices for flour, but the chocie would be determined by what you wanted it for. (baking, thickening, coating)

Yes, in a way. The complex carbohydrates have a lower GI (glycemic index) and breakdown slower than simple sugars (those in bleached/processed white flour)
