Canada is in Afghanistan as part of NATO.
The US was attacked and NATO was Treaty bound to come to thier aid

Not needed.
Simply because there was, at that time, no recognised government in Afghanistan.
You cannot declare war against a bunch of thieves- even if they have stolen a whole country.

At present Canada (SFAIK) is not at war. It is assisting the internationally recognised government of Afghanistan- together with other NATO countries.

Afghanistan was led by an anarchist government. Come to think of it, that means they weren't led at all.
