in general which parent decides the religion of the child?

In my own personal case, it was decided not only by both my parents, but by many centuries of tradition. When you're born into an Italian Catholic family, guess what religion you're going to be raised in? Dissent was not an option. But my mother was extremely serious about my religious education in ways that my father was not. In my own neighborhood, I mostly saw mothers taking their children to church, rather than the father, who often stayed at home watching football. I rarely saw fathers attending Mass with all the kids while the mother stayed at home relaxing.

In the Christian faith we do not have a dominant person who decides. It is decide together which church we will attend.
In my house, my father was Methodist and my Mother was Lutheran. I probably attended church service more than they did. I went to a Lutheran Church when young. Now that my parents are retired, they attend a Methodist church almost every Saturday evening.
I think maybe in some families the man decides but it is not like a rule that the Father decides. My First wife was Catholic and we went to a Protestant Churches mostly.

Ideally, both parents should be of the same religion. The Bible tells us, "Be thou not unequally yoked". If I were unequally yoked with an unbeliever or a pagan, I would fight to teach my child the Truth, and protect him/her from dangerous teachings, regardless of what my spouse might say. The Bible also says that if, in spite of your efforts, the unbelieving spouse still chooses to live with you, then don't divorce them. If they choose to leave, then let them go. (1 Corinthians 7:12-16.)

The child makes his/her own decision to invite Christ into his/her heart. I know someone who's a Christian, and neither of her parents is yet.

The Father, yet it is mostly the Mother who is left to give religious instruction to the children.

Bible education is the responcibility of the Father primarily as he is subject to Jesus, as he is subject to God / Jehovah.
Old testament, never revised, so applies to all.
