my neighbor cook the food all year long at basement and the odor get thru my basement. And which state department that i make a complain ?

If you are worrying if this is a violation of a building code or building use, your City Hall should have the information that you need to make a complaint.

In my town, this is Not a violation.

You shouldn't. Is it YOUR house? Are the people renting out YOUR basement? - how are these poor people supposed to cook food? How is the owner supposed to make money to survive? Life is hard enough. Why don't you leave them alone.

I know EXACTLY who to report it to, but I'll be damned if I'm gonna give you the tools to do it. And I encourage everyone else to decline as well.

I think they are free to cook wherever they want, unless it's a bbq grill

w.t.h ? who died and made you king? if you don't like him cooking then maybe you should start buying his food and cooking it for him. this is his house not yours mind y our own business.

you should be worrying about your own household and leave the neighbors alone...... what they do is their bix wax
you would not want them to tell you what to do in your house, would you???
